Liberty Mutual Re Names Spurgeon as Global Head of Cyber Reinsurance
Liberty Mutual Reinsurance Group (LM Re), part of Liberty Mutual Insurance Group, has appointed Tom Spurgeon as global head of Cyber Reinsurance, reporting to Susan Barber, head of Financial Risks, Reinsurance. Spurgeon is based in London.

Spurgeon has been with Liberty Mutual Reinsurance for nine years and is a prominent figure in the reinsurance market, having recently been recognized for his leadership in the International Underwriting Association of London Cyber Reinsurance Committee.
Spurgeon will be responsible for the growth of the global cyber portfolio for LM Re as well as working with brokers and clients to develop structured cyber solutions.
Spurgeon succeeds Ivonne Staisch who has left the business to pursue new opportunities.

Tokio Marine HCC Appoints Dagdelen as Head of Cyber – International
Tokio Marine HCC International (TMHCCI) has appointed Gülsah Dagdelen as head of Cyber – International, effective July 1, 2026. Dagdelen will lead TMHCCI’s cyber team as the business builds on a decade of specialist underwriting expertise and continues to grow its international practice.
Dagdelen succeeds Xavier Marguinaud, who helped develop TMHCCI’s cyber offering from a single line within financial lines into a dedicated international practice over the last decade.

Dagdelen joined the company in 2013 as a financial lines underwriter and moved into cyber in 2019. With her career in insurance developing alongside the evolution of cyber as a specialist line of business, Dagdelen is well placed to guide the team through an increasingly complex cyber risk landscape, drawing on almost two decades of technical and commercial underwriting expertise.
TMHCCI’s Cyber team has grown steadily alongside the increased demand for cyber insurance, reaching a current team size of 22 specialists, including a dedicated Cyber Security team. Dagdelen’s appointment marks the next chapter for a team that has built a strong reputation for disciplined underwriting, consistency, and long-term broker and client relationships.
